Cost Accounting & Funding Accountant

To provide focused economic and resource management support and advice to the CFO and team in ensuring compliance with best practice in terms of financial processes, resource allocation and service / policy review.

To ensure a robust approach to economic modelling and evaluating services / cycles of care including outputs and outcomes in order to fully inform commissioning of services and the objective allocation of resources.

To develop a better understanding of the drivers of service demand and supply and their movement over the long term to enable better forecasting of future costs and improved support for services including Value for Money.

Provide financial, strategic and operational support and advice to the CFO and Team.

Duties :

  • To ensure there is a better understanding of the drivers of the demand and supply and their changes / impact over time.
  • This will allow for better evaluation and forecasting of future trends and improved service provision.

  • To facilitate service improvement over time by supporting the development of appropriate resource allocation processes, financial models.
  • Assisting in the development of mutually accepted costing methodologies to enable both national and international cost comparisons and benchmarking.
  • Supporting the team on costing related matters which include the development of funded workforce plans, including :
  • Correlating movements in headcount, wte, pay costs, agency and overtime.
  • Labour hours costing initiatives including data extraction from existing payroll systems.
  • Development and implementation of costing processes and systems / technology.
  • The assessment and development of resource allocation models to inform how services are funded going forward.
  • Developing and providing input to Value for Money, Service and Policy reviews.
  • Managing business as usual within the Finance Division on a day to day basis.
  • Driving continuous improvement in line with the new Finance Operating Model.
  • Development of financial / economic performance reporting and analysis / commentary including linkage of activity levels to Financial Reporting.
  • Developing economic evaluation, service costing, business analytics, benchmarking and resource allocation models.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
  • Requirements :

  • Experience of working in a Finance role including assisting in undertaking economic / financials evaluation, economic modelling and projections.
  • Qualified Accountant with related experience.
  • Experience of working with costing systems.
  • Experience of using a Financial Information System.
  • Knowledge / experience of costing systems.
  • Knowledge / experience of utilising resource allocation modelling to rationalise pay costs and maximise resource efficiencies
  • A working knowledge of relevant integrated IT systems
  • Knowledge of GAAP and Financial Regulations.
  • Excellent analytical skills to enable analysis, interpretation of data and data extraction from multiple data sources
  • Excellent problem solving and decision-making skill
