Purpose of Role :

The Programme Management Office (PMO) has been established to govern, support and monitor each of the Transformation Programmes to ensure integrated thinking in the delivery of the commitments.

A Business need has been for a Business Analyst to map a number of "As is" existing processes and to map out the 'To Be" business processes' as part of the Implementation of the Child Protection and Welfare Strategy (CPWS)

The Child and Family Agency was established on 1st January 2014 and is responsible for improving wellbeing and outcomes for children.

It represents the most comprehensive reform of services for the development, welfare and protection of children and the support of families ever undertaken in Ireland.

It is an ambitious move which brings together some 4,000 staff who were previously employed within Children and Family Services of the Health Service Executive, the National Educational Welfare Board and the Family Support Agency.

The Child and Family Agency has responsibility for the following range of services :

  • Child Welfare and Protection Services, including family support services
  • Family Resource Centres and associated national programmes
  • Early years (pre-school) Inspection Services
  • Educational Welfare responsibilities including School completion programmes and Home School Liaison
  • Domestic, sexual and gender based violence services
  • Services related to the psychological welfare of children

    Job Objectives

    Main Duties and Responsibilities :

  • Understanding of business requirements and the ability to translate them into specific software requirements
  • Understanding of technical designs and specifications
  • Process Mapping
  • Gathering, analysing and documenting required data
  • Evaluating information harvested through surveys and workshops, task analysis, and business process description
  • Having strong technical skills, business intelligence, and a full understanding of the needs of the customer
  • Being able to effectively communicate with internal clients and teams
  • Being an interface between technology teams, support teams, and business units
  • Ensure appropriate records are maintained as may be required by Tusla.
  • Promote good working practices and uniformity of standards.
  • Undertake all duties assigned in line with relative policy, procedure and legislation.

  • Create and maintain a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships

  • To participate in performance evaluation / review, identifying areas for improvement and appropriate plans / measures to achieve them.

  • Health & Safety

  • Play a central role in maintaining a safe working environment by undertaking risk assessment and on-going management of this in your area of remit.
  • Assist in observing and ensuring implementation and adherence to established policies and procedures e.g. health and safety, etc.
  • Adhere to unit policies in relation to the care and safety of any equipment supplied for use.

  • Observe, report, and take appropriate action on any matter which may be detrimental to the department.
  • Report and record all accidents and injuries by filling the appropriate forms and submitting them to Line Management.
  • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
  • Skills Required

    Applicants must by the closing date of application have the following :

  • Be currently in direct employment with Tusla Child and Family Agency, the HSE or within other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 / 39 of the Health Act 2004 or within a body that provides services on behalf of Tusla under Section 56 or Section 59 of the Child and Family Act 2013 with at least two years experience in a designated office within the Services.
  • Experience in Business Processes Management to include Process Mapping and report writing skills.
  • Knowledge and experience of supporting policy development in line with best practice and research findings.
  • Experience in understanding of business requirements and being able to translate them into specific software requirements including excellent MS Office skills : Visio, Word, Excel and PowerPoint.
  • Possess sufficient administrative capacity to discharge the functions of the grade / post.

    A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
